BORDER BRIEF: “One Big Beautiful Bill Act” is Vital as President Trump Turns the Tide on Biden’s Catch-and-Release Legacy

June 20, 2025

WASHINGTON, D.C. — Today, the House Committee on Homeland Security released its newest “Border Brief” factsheet, detailing the May U.S. Customs and Border Protection (CBP) data, which makes clear that the Trump Effect is here to stay. President Trump’s restoration of law and order has sparked a 93% decrease in Southwest border apprehensions compared to May 2024. Allowing our frontline Border Patrol (USBP) agents, CBP officers, and Immigration and Customs Enforcement (ICE) officers to do their jobs and simply enforce the law has turned the tide of the Biden-Harris administration’s disastrous catch-and-release agenda. Last month, zero inadmissible aliens were released by USBP into American communities, compared to the 62,000 inadmissible aliens in May 2024 alone that were released by the Biden-Harris administration after being apprehended.

By restoring enforcement of U.S. immigration law, President Trump has disincentivized illegal entry, resulting in record-low apprehensions of illegal aliens crossing the Southwest border. In May 2025, USBP apprehended 8,725 illegal aliens—a 93% decrease compared to May 2024, when USBP apprehended 117,905 illegal aliens crossing the Southwest border. CBP’s nationwide encounters were down 88% compared to May 2024, with an average of just 952 daily encounters in May 2025.

The Trump administration continues to dismantle Joe Biden and Kamala Harris’ open-borders legacy, including by terminating their unlawful Cuban, Haitian, Nicaraguan, and Venezuelan (CHNV) mass-parole program and reinforcing ICE’s authority to remove the aliens admitted under Biden’s mass-parole programs. From 2022 through January 2025, the Biden administration admitted more than 500,000 under-vetted inadmissible aliens through CHNV into the United States. The Supreme Court has rightfully upheld President Trump’s cancelation of the unlawful program while ongoing litigation over the move plays out.

Last month, House Republicans passed the “One Big, Beautiful Bill Act” to give CBP and ICE the tools they need to accomplish their homeland security mission and carry out President Trump’s border security agenda for years to come. The Senate must follow suit.
