MEDIA ADVISORY: Markup for Homeland Security Budget Reconciliation Recommendations

WASHINGTON, D.C. –– Today, House Committee on Homeland Security Chairman Mark E. Green, MD (R-TN) announced a markup for Tuesday, April 29, to advance its recommendations, pursuant to H.Con.Res.14, which will provide funding for the Department of Homeland Security’s primary border security mission, among other provisions:
“President Trump won a historic victory last year, in part because he promised to secure our borders and restore real immigration enforcement. His leadership has ended the immediate crisis at our borders, though we will be working to undo the consequences for years.
“However, the success at our borders will be short-lived if we don’t provide the necessary resources to fund President Trump’s agenda and help CBP fulfill its border-security mission in the years to come. This will require completing the strategic border-wall system between ports of entry; more technology to close exploitable gaps and enhance interdictions; additional frontline, well-paid personnel; and resources for the states that worked to secure the border on their own dime––especially when the federal government refused to meet its constitutional responsibilities.
“Our frontline law enforcement officers have been clear about what they need after suffering through the Biden-Harris administration’s historic, self-made crisis. Congress is doing its duty by providing them with the resources to continue securing our borders and protecting Americans. Any lawmaker who claims to care about border security will need to put their money where their mouth is and work to advance these recommendations.”

BACKGROUND:
President Trump by the numbers:
- U.S. Border Patrol (USBP) apprehensions between ports of entry at the Southwest border in March (7,181) decreased nearly 94% compared to one year prior (137,743) and 95% compared to March 2023 (163,672).
- USBP averaged the lowest daily nationwide apprehensions in history at approximately 264 per day in March—94% lower than the daily average in March 2024 (4,488).
- As of February, the number of known gotaways has plunged more than 90% since the Trump administration began.
- After President Trump ended Biden’s unlawful mass-parole schemes, encounters at ports of entry nationwide dropped 80% in March compared to March 2024.
President Biden by the numbers:
- Since Fiscal Year (FY) 2021, there were more than 11 million encounters at borders nationwide, including over 9 million encounters at the Southwest border—plus roughly 2.2 million known gotaways.
- From January 2023 to February 2025, nearly one million inadmissible aliens scheduled appointments using the CBP One app. Over 531,000 inadmissible aliens were unlawfully mass-paroled through the Cuban, Haitian, Nicaraguan, and Venezuelan program (CHNV).
- From the beginning of FY2021 to the end of FY2024, 400 individuals on the terrorist watchlist were apprehended between ports of entry nationwide, compared to just 14 from FY2017-2020.
