MEDIA ADVISORY: Subcommittee Chairman Pfluger to Hold Markup for I&A Reform Legislation

WASHINGTON, D.C. –– Today, at 3:00 p.m., Subcommittee on Counterterrorism and Intelligence Chairman August Pfluger (R-TX) will lead a Subcommittee markup for seven bipartisan Committee bills aimed at reforming the Department of Homeland Security’s (DHS) Office of Intelligence and Analysis (I&A).
“The safety of the American people and the security of the homeland depend on an integrated intelligence enterprise. Yet today, the only federal intelligence component statutorily charged with delivering intelligence to state and local law enforcement has faced significant challenges amid gradual overreach,” Subcommittee Chairman Pfluger said. “After working alongside law enforcement officials, federal stakeholders, and community leaders to examine I&A’s strengths and opportunities for reform, I am proud to lead a markup today with seven bipartisan bills that will realign I&A with its core mission. As we commemorate National Police Week and approach the 25th anniversary of 9/11, we must recommit ourselves to ensuring that the state and local law enforcement officers who serve on the frontlines are prepared and equipped to protect our communities from evolving threats.”

- H.R. 7443, the “I&A Mission Reorientation Act of 2026,” which was introduced by Subcommittee Chairman August Pfluger and cosponsored by Subcommittee Ranking Member Seth Magaziner (D-RI).
- H.R. 7764, the “National Threat Evaluation and Reporting Program Reassignment and Funding Reform Act of 2026,” which was introduced by Rep. Gabe Evans (R-CO) and cosponsored by Rep. Nellie Pou (D-NJ) and Rep. Matt Van Epps (R-TN).
- H.R. 7574, the “ELO Realignment and Strategic Engagement Reform Act of 2026,” which was introduced by Rep. Evans and cosponsored by Rep. Dan Goldman (D-NY).
- H.R. 8142, the “Special Events Program Alignment Act of 2026,” which was introduced by Rep. Ryan Mackenzie (R-PA) and cosponsored by Rep. Eugene Vindman (D-VA).
- H.R. 7448, the “Modernizing and Improving the National Terrorism Advisory System Act,” which was introduced by Rep. Pou and cosponsored by Rep. Van Epps.

BACKGROUND:
I&A was created in 2004 to serve as the hub for intelligence information sharing between the federal government and state, local, tribal, territorial, and private sector (SLTTP) partners. I&A has unique authorities, making it the only Intelligence Community (IC) element statutorily required to deliver intelligence to SLTTP partners and develop intelligence from those partners for DHS and the Intelligence Community. However, politicization risks and concerns regarding the protection of civil liberties under previous administrations have warranted continued oversight and reform. According to a 2025 report by the Government Accountability Office (GAO), I&A has failed to consistently complete policy requirements “due to a lack of leadership focus.”
