Chairmen Green, Guest Celebrate House Passage of Generational “One Big, Beautiful Bill Act” to Fund Border Security and Enforcement for Years
July 3, 2025
WASHINGTON, D.C. — Today, Committee on Homeland Security Chairman Mark E. Green (R-TN) and Subcommittee on Border Security and Enforcement Chairman Michael Guest (R-MS) applauded passage of the “One Big, Beautiful Bill Act” (OBBBA) by the House of Representatives, sending it to President Donald Trump’s desk. This legislation provides long-overdue resources to Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) to help carry out President Trump’s proven border-security and interior-enforcement agenda for years to come.
“House Republicans made history today by passing the ‘One Big, Beautiful Bill Act,’ which will secure our nation’s borders and our communities for years to come,” Chairman Green said. “By completing the border barrier system, reinvigorating and rebuilding the CBP workforce, and investing in cutting-edge border security technology, this bill will make sure that a border crisis like the one created under the Biden-Harris administration never happens again. These resources, in lockstep with President Trump’s proven agenda, send a clear message to would-be illegal border crossers, cartels, and transnational gangs—America’s borders will no longer be exploited. I look forward to President Trump signing this legislation into law to continue this new era of border security for the American people.”
“I am proud to see the work of Republicans in Congress and President Trump to secure the border be made permanent through budget reconciliation. The Biden-Harris border crisis has come to an end, though we will be working to undo the consequences for years,” Chaiman Guest said. “Illegal crossings at the Southwest border in March plummeted 95 percent from last year. However, the success at our borders won’t last if we don’t provide the necessary resources to help CBP and ICE fulfill their missions. With the passage of this legislation, we will secure our borders and help President Trump deliver on his promises to the American people.”
Border Security Priorities Approved by the Committee in the “One Big, Beautiful Bill Act” Include:
- Completing the Border Barrier System: OBBBA allocates more than $46 billion to construct and finish the border barrier system, including 701 miles of primary wall, 900 miles of river barriers and 629 miles of secondary barriers, and replace 141 miles of vehicle and pedestrian barriers.
- Recent polling shows that a majority of Americans support building more border barrier system, and one internal poll of Border Patrol agents themselves found that 89% support border wall “in strategic locations.”
- Reinvigorating and Rebuilding the CBP Workforce: OBBBA investments include rebuilding a CBP workforce decimated by the Biden-Harris administration by funding 3,000 new Border Patrol agents, 5,000 new Customs and Border Protection officers (CBPO), 200 new Air and Marine Operations (AMO) agents, and 290 support staff.
- In 2023, Brandon Judd, former National Border Patrol Council president, testified to the Committee, “I’ve never seen the morale lower in the Border Patrol than what it is today.”
- According to the Washington Examiner last year, “Twice as many [Border Patrol] agents have chosen to retire early compared to retirement rates during the Obama and Trump administrations.”
- Investing in Cutting-Edge Border Technology: As our adversaries seek to exploit our sovereign borders, it is essential that we make strategic investments in the necessary border-security technology to counter the threats. OBBBA includes more than $6 billion to help CBP interdict more fentanyl, deploy more border-surveillance technology, enhance AMO’s surveillance capabilities, and increase CBP’s use of the biometric entry and exit system.
