MEDIA ADVISORY: Chairman Garbarino Announces Hearing on How to Improve, Harmonize the Cyber Regulatory Regime

WASHINGTON, D.C. –– Today, Rep. Andrew Garbarino (R-NY), chairman of the Subcommittee on Cybersecurity and Infrastructure Protection, announced a hearing tomorrow, March 11, to examine opportunities to improve the cyber regulatory regime, including the role the Cybersecurity and Infrastructure Security Agency (CISA) should play in cyber regulatory harmonization moving forward. Members will examine the apparatus of cyber reporting requirements, including the effectiveness of the “Cyber Incident Reporting for Critical Infrastructure Act of 2022” (CIRCIA), and whether it can be strengthened or reassessed.

“As cyberattacks from our adversaries increase in frequency and sophistication, Congress must reduce confusing and duplicative reporting requirements that make it harder for the private sector to prioritize defending their networks,” Chairman Garbarino said. “With the final rule for CIRCIA potentially around the corner, this is an important opportunity to reexamine the Congressional intent behind the law. Given the growing threat landscape, critical infrastructure owners and operators deserve to have a streamlined regulatory process that serves its purpose: mitigating risks and increasing visibility across the public and private sectors. With a new administration committed to reining in bureaucracy, I look forward to hearing directly from industry leaders about how Congress can help minimize redundancies, clarify cybersecurity rules and responsibilities, and harmonize the regulatory regime. The government should be a partner, not a burden, in safeguarding our critical infrastructure.”

BACKGROUND:
 
The House Homeland Security Committee’s first hearing of the 119th Congress, led by Chairman Mark E. Green, MD, focused on global cybersecurity threats to the homeland, featuring testimony from the private sector.  
 
In December 2024, Chairman Garbarino held a hearing with private sector witnesses to examine how CISA’s “Secure-By-Design” initiative has influenced the cybersecurity posture of businesses that have adopted its principles. 
 
On November 12, 2024, the Committee released a “Cyber Threat Snapshot” detailing growing threats posed by malign nation-states and criminal networks to the homeland and the data of Americans.
 
On May 1, 2024, Chairman Garbarino held a hearing to obtain testimony from private sector stakeholders on CISA’s proposed rule for CIRCIA. In July 2024, Chairman Garbarino submitted a comment on the Notice of Proposed Rulemaking for CIRCIA.
