“Crisis by Design”: Homeland Majority Releases Report Documenting the Biden-Harris Administration’s Responsibility for Historic Border Crisis

WASHINGTON, D.C. – Today, the House Committee on Homeland Security majority, led by Chairman Mark E. Green, MD (R-TN), released a comprehensive new report documenting how President Joe Biden, Vice President and Biden-appointed “border czar” Kamala Harris, and other administration officials schemed together to open our borders, gut interior enforcement, and spark a historic flood of illegal immigration—from immediately after the 2020 election through the present day.
Earlier this week, the Committee also released new material from transcribed interviews conducted over the last year with former acting Customs and Border Protection (CBP) Acting Commissioner Mark Morgan, former Border Patrol Chief Rodney Scott, and chief and deputy chief patrol agents responsible for managing the Border Patrol’s nine Southwest border sectors. These interviews further established the historic nature of the crisis, and how the Biden-Harris administration’s policies have unleashed unprecedented chaos.
“Since January 2021, the American people have watched in horror as Biden and Harris have opened our borders, tied the hands of DHS law enforcement, and left our communities to deal with the consequences. This report serves as a reckoning for them,” Chairman Green said upon the report’s release. “The evidence makes one fact inescapably clear—this crisis was intentional from the very start, and all its disastrous impacts preventable and unnecessary. As the 118th Congress draws to a close, it is essential that the American people have the whole story on how this crisis began, and how the Biden-Harris administration has allowed it to rage on to this day. My Committee will continue fighting for the American people to ensure accountability, and to do everything we can to end this crisis, secure the border, and reduce the mass illegal immigration that threatens the safety, security, and sovereignty of our nation.”

In the report, the Committee states, “A close examination of the evidence makes clear that even before taking office, the incoming Biden-Harris administration had its sights set on dismantling a secure border and flooding the country with inadmissible aliens. This evidence is readily apparent in the actions of the Biden transition team, the Biden-Harris administration’s rapid elimination of effective border-security policies with no alternatives in place, and its utter refusal to enforce longstanding U.S. immigration laws.”
The Committee’s report details the warnings to the Biden transition team by experienced border security professionals in the lead-up to Biden and Harris’ inauguration, the administration’s immediate actions to dismantle effective policies that had secured the border, and Biden and Harris’ subsequent, years-long refusal to enforce the immigration laws of the United States. As a result of their actions, well over 10.3 million inadmissible aliens have entered the United States since Jan. 20, 2021, an increase of more than 200 percent from the previous administration. Combined, the Biden-Harris administration has released or allowed into the interior more than 7 million inadmissible aliens–well over 5 million releases and roughly 2 million known gotaways, most never to be removed.
The consequences of this dereliction of duty have been devastating, including the following:
- CBP has recorded more than two million gotaways, compared to around 1.2 million combined between FY2010-2020.
- Transnational gangs like MS-13 and Tren de Aragua have infiltrated the United States and rapidly exerted growing control in U.S. cities, including most recently and notoriously in Aurora, Colorado.
- 388 illegal aliens whose names appear on the terrorist watchlist have been apprehended crossing between ports of entry along the Southwest and northern borders since the start of Fiscal Year (FY) 2021, up from just 14 between FY2017-2020.
- Apprehensions of Chinese nationals at the Southwest border just this fiscal year exceed 36,000—more than those apprehended between FY2007-2020 combined.
- Roughly 200,000 Americans have died since 2021 after being poisoned by the fentanyl being smuggled by the criminal cartels across the wide-open Southwest border.
- Since the start of FY2021, the Border Patrol has recorded more than 53,000 arrests of illegal aliens with criminal backgrounds, approximately 30,000 more such arrests than FY2017-2020.
- Illegal aliens released into the interior have committed horrific crimes against innocent Americans like Laken Riley, Rachel Morin, and Jocelyn Nungaray.
- DHS law enforcement officials have been pushed to the brink, with more than 4,000 Border Patrol agents choosing early retirement—a rate twice that recorded during the Obama and Trump administrations.
- Record numbers of migrants have been found dead along the Southwest border, including 895 just in FY2022.
On Harris’ performance as Biden’s “border czar,” the Committee notes, “On March 24, 2021, Biden announced that he was tapping Harris to “lead our efforts” in working with Mexico and Central America to stem the flow of historic numbers of would-be illegal border crossers to the Southwest border. … However, despite the fanfare that accompanied being given responsibility for this all-important issue, Harris utterly failed to deliver any solutions to the border crisis her own policies and statements helped create. A careful look at her track record reveals why putting her, of all officials, in charge of the border crisis was the height of foolishness.”
The Committee concludes, “Biden, Harris, and Mayorkas were entrusted with the responsibility to secure the border, enforce the law, and keep Americans safe. They have not only broken that trust, but willfully cast aside their sacred obligation to the American people. History will remember them for this, but before those books are written, leaders in both parties must stand up and do what is right—end this crisis, reduce illegal immigration, and secure our borders.”
