MEDIA ADVISORY: Subcommittee Markup for Legislation to Combat Transnational Repression on U.S. Soil

WASHINGTON, D.C. – The House Homeland Security Subcommittee on Counterterrorism, Law Enforcement, and Intelligence will hold a markup on Thursday, February 29, 2024, at 2:00 PM ET to consider legislation combating transnational repression in the United States. Transnational repression is the act of a foreign government or an individual acting on behalf of a foreign government targeting an individual or community in another country and using violence, assassinations, the threat of violence, digital threats, family intimidation, smear campaigns, or the manipulation of legal processes to harass and intimidate individuals that are critical of the nation acting as the aggressor.
Over the last year, the Committee has heard testimony from victims of transnational repression, including, Masih Alinejad, Enes Kanter Freedom, and Dr. Bob Fu—all of whom have been egregiously targeted on U.S. soil for criticizing authoritarian regimes. The Committee has also conducted oversight of the Department of Homeland Security and Federal Bureau of Investigation’s response to these threats.
DETAILS:
Legislation to be considered includes:
- H.R. 7443, To authorize a dedicated transnational repression office within the Department of Homeland Security’s Homeland Security Investigations to analyze and monitor transnational repression and related terrorism threats and require Homeland Security Investigations to take actions to prevent transnational repression.
- H.R. 7433, To amend the Homeland Security Act of 2002 to establish a transnational repression hotline and conduct a transnational repression public service announcement campaign, and for other purposes.
- H.R. 7439, To amend the Homeland Security Act of 2002 to require the Secretary of Homeland Security to prioritize strengthening of State and local law enforcement capabilities to combat transnational repression and related terrorism threats, and for other purposes.
