MEDIA ADVISORY: Chairman Pfluger to Lead Subcommittee Markup for Terror Threats, Transnational Repression Legislation

WASHINGTON, D.C. –– Tomorrow, March 25, at 2:00 PM ET, the Subcommittee on Counterterrorism and Intelligence, led by Chairman August Pfluger (R-TX), will hold a markup for legislation to enhance the Department of Homeland Security’s (DHS) coordination with all levels of law enforcement and combat evolving threats from our adversaries on U.S. soil.

BACKGROUND:
 
Earlier this month, Chairman Pfluger reintroduced the “Countering Transnational Repression Act of 2025,” which would create a dedicated transnational repression office in DHS to ensure the federal government takes steps to recognize, assess, and counter threats from foreign authoritarian regimes or an agent of a foreign government against American citizens or lawful permanent residents. Rep. Evans reintroduced the “Law Enforcement Support and Counter Transnational Repression Act,” which would help educate communities about transnational repression, increase visibility, and better connect victims with federal support through a hotline for this specific threat. The legislation was previously introduced in the 118th Congress by former Rep. Anthony D’Esposito (R-NY).
 
Rep. Magaziner reintroduced the “Strengthening State and Local Efforts to Counter Transnational Repression Act,” which would require DHS to prioritize strengthening state and local law enforcement capabilities to counter transnational repression. 
 
In April 2024, all three bills were advanced out of Committee.
 
In February, Chairman Pfluger introduced the “Generative AI Terrorism Risk Assessment Act,” which would require DHS to conduct annual assessments on terrorism threats to the U.S. posed by terrorist organizations, like ISIS and al Qaeda, utilizing generative artificial intelligence (GenAI) applications for terroristic activity. Chairman Pfluger also reintroduced the “Countering Online Radicalization and Terrorism Act,” legislation requiring DHS to conduct annual assessments on terrorism threats posed to the United States by terrorist organizations like ISIS, al Qaeda, Hamas, Hezbollah, and others, utilizing foreign cloud-based mobile and desktop messaging applications like Telegram.
