What They Are Saying: Homeland Majority’s Fourth Interim Report on the Financial Cost of Secretary Mayorkas’ Border Crisis

November 16, 2023

“Taxpayers have to front nearly half a trillion dollars each year because the Biden administration is not stopping migrants at the southern border”

WASHINGTON, D.C.—This week, the House Committee on Homeland Security majority, led by Chairman Mark E. Green, MD (R-TN), released a shocking new interim report as part of its ongoing, comprehensive oversight investigation into Department of Homeland Security (DHS) Secretary Alejandro Mayorkas and President Joe Biden’s reckless open-borders policies that have facilitated in the worst border crisis in American history. This report details the immense financial costs of the unprecedented border crisis being borne by American taxpayers, including the costs for health care, shelter, education, and law enforcement, as well as costs forced on private property owners and businesses. According to one estimate, housing and other services just to those who have been released into the United States on Mayorkas’ watch, or entered as known gotaways, could exceed $451 billion.

The report is the fourth released by the Committee in the course of its ongoing investigation. The first interim report, released in July 2023, outlines how Secretary Mayorkas has been derelict in his duty, and documents his refusal to enforce and uphold the immigration laws passed by Congress. The second interim report in September 2023 documented how the criminal cartels have taken advantage of Mayorkas’ policies to seize unprecedented control at the Southwest border and flood illegal aliens and drugs like fentanyl into the United States. The Committee’s Phase Three report shone a light on the devastating and preventable human costs of the border crisis, including the deadly fentanyl crisis, the plummeting morale among DHS law enforcement and their families, and the rise of human smuggling and trafficking that is ruining countless lives.

Here’s What the Media Is Saying About the Report:

The New York Postvia Josh Christenson:Migrant crisis has US taxpayers on the hook for up to $451B, House GOP report says

“Americans could pay up to $451 billion to care for migrants who entered the US illegally, but have been released into the country or escaped from custody, according to a new report due out Monday from House Republicans and obtained exclusively by The Post.

“‘Every day, millions of American taxpayer dollars are spent on costs directly associated with illegal immigration and the unprecedented crisis at the Southwest border sparked by Department of Homeland Security (DHS) Secretary Alejandro Mayorkas’ policies,’  the House Homeland Security Committee interim staff report states.

“‘Only a small fraction is ever recouped from the taxes paid by illegal aliens, with the rest falling on the shoulders of American citizens and lawful residents,’ it adds.

“Compiled from federal and state records, media reports and other public information, the 50-page document outlines the taxpayer costs incurred in medical care, housing, education and other welfare benefits for tens of millions of migrants — to say nothing of the additional costs for law enforcement.”

Adam Shaw via Fox News: Migrant crisis could cost taxpayers hundreds of billions of dollars a year: GOP report

“A new House Homeland Security Committee report has found that the ongoing migrant crisis at the southern border could cos taxpayers hundreds of billions of dollars each year, as Republicans blame what they say are ‘open borders’ policies from the Biden administration.

“It cites studies by the hawkish Center for Immigration Studies, which found that the annual cost to care for and house illegal immigrants could reach up to $451 billion. It separately cites estimates from the Federation for American Immigration Reform, which advocates for lower immigration levels, that the annual net burden as of 2022 is more than $150 billion.

The report points to health care costs, including Medicaid expenditures for illegal immigrants estimated at over $5 billion a year, the costs of the fentanyl crisis, law enforcement costs, and costs for states to educate migrant children. It also points to the costs of housing and sheltering— particularly in the enormous costs seen in cities like New York City where tens of thousands of migrants have traveled after being released into the U.S., and the costs to ranchers and local businesses near the border. New York City Mayor Eric Adams earlier this year estimated the city’s crisis alone could cost $12 billion by 2025.”

Anna Giaritelli via Washington Examiner: Biden border crisis costing taxpayers nearly half a trillion dollars: House Republicans

House Republicans released a report that totaled the costs of record-high illegal immigration at the southern border under the Biden administration and estimated that U.S. taxpayers have paid nearly half a trillion dollars.

The House Homeland Security Committee on Monday debuted a 49-page document that broke down the education, healthcare, law enforcement, and other costs that the arrests of more than 6 million illegal immigrants have generated since early 2021.

“The GOP report, authorized by Chairman Mark Green (R-TN), cites data calculated by conservative- and liberal-leaning immigration organizations as the basis for its cost estimates. The highest estimate was generated by the right-leaning Center for Immigration Studies, which concluded taxpayers would have to contribute $451 billion to cover the price of caring for immigrants released from the border into the United States.”

James Reinl via Daily Mail: Biden’s migrant crisis will cost taxpayers $451 BILLION a year: Staggering Republican report lays out how much is spent on healthcare and accommodation – as they target Mayorkas for impeachment

“Taxpayers have to front nearly half a trillion dollars each year because the Biden administration is not stopping migrants at the southern border, Republicans said in a report on Monday.

“The cost of providing education, healthcare, law enforcement and other expenditure resulting from millions of extra migrants adds up to as much as $451 billion a year, says the House study.

“The document, authorized by Mark Green, the Republican Chairman of the House Homeland Security Committee, brings together reports from these cities with estimates of the migration costs from think tanks and other public sources.”

Mairead Elordi via The Daily WireMigrant Crisis Could Cost Taxpayers $451 Billion, House GOP Report Says

“The migrant crisis currently plaguing the border and America’s major cities could end up costing taxpayers up to $451 billion, according to a new report from House Republicans.

“In a Monday report, the House Homeland Security Committee tallied up the costs to taxpayers of illegal migrants who were released into the country or escaped from custody.

“There are currently between 16.8 million and 29 million illegal migrants living in the country, the report says, citing numbers from FAIR and Yale University. About 3.8 million of those migrants have entered the country under the Biden administration, the data indicates.”

Neil Munro via Breitbart: House GOP: Biden’s Migration Imposes Huge Cost on Ordinary Americans

“The spending “could cost as much as an astounding $451 billion,” per year, the report stated, citing research from the Center for Immigration Studies in May 2023.

“The population of the United States is roughly 330 million, plus perhaps 15 million illegal migrants. Even if the federal and state governments are spending only $160 billion per year, the spending would be the equivalent of $500 per American man, woman, child, and retiree.

“If the $500 per American was not spent on migrants, it would otherwise go to Americans’ needs, via higher wages, lower taxes, and lower rents, reduced government deficits, or more investment in Americans’ schools, technology, and infrastructure.

“The huge cost of Biden’s migration is driven by the daily welfare cost of caring for poor migrants. Even when migrants get jobs, their wages are often too little to pay off their smuggling debts, their rental checks, and their basic needs.”

Steve Wilson via The Center Square: Report: Border crisis could cost U.S. taxpayers $451 billion

“The influx of migrants across the country’s southern border could cost taxpayers $451 billion, a report released Monday by the U.S. House Homeland Security Committee says. The fourth report released by the committee says that the tab includes housing, education, property damage done by migrants, law enforcement and health care costs.

“A report from the Centers for Medicare & Medicaid Services showed that ’emergency services for undocumented aliens’ added up to $7 billion in fiscal 2021 and $5.4 billion in fiscal 2022, with migrants receiving at least $8 billion in improper Medicaid payouts (10% of the nation’s total of $80 billion). Migrants are also putting a strain on the nation’s criminal justice infrastructure, with the cost adding up to $8.95 billion in fiscal 2022.

“The Federation for American Immigration Reform estimates that in the 2021-2022 school year, 5.1 million public school students (6.5% of the total) were the children of migrants. Most of them (3.8 million) qualify as limited English proficiency students, costing taxpayers $59 billion, while those not classified as LEP learners costing taxpayers $16.9 billion.”

Jennie Taer via Daily CallerHouse GOP Report Finds Mayorkas Committed ‘Mass Waste And Abuse’ Of Taxpayer Dollars Ahead of Possible Impeachment

“The House Homeland Security Committee released a report Monday finding that Department of Homeland Security (DHS) Secretary Alejandro Mayorkas’ policies wasted taxpayer dollars to support illegal immigration, according to a copy of the report obtained by the Daily Caller News Foundation.

“Mayorkas’ policies could cost U.S. taxpayers $451 billion, according to the copy of the report, which cites data from the Center for Immigration Studies (CIS). Some major costs the committee points to are in the health care sector, law enforcement, education, welfare, housing, care of unaccompanied children, transportation and damage to private property.

“For example, total Medicaid costs for “emergency services for undocumented aliens” in fiscal year 2021 surpassed $7 billion, while also exceeding $5.4 billion in fiscal year 2022, the report said, citing data from the Centers for Medicare and Medicaid Services

“‘It is morally unacceptable that American taxpayer dollars should be funneled to those who violate our laws and demand expansive, taxpayer-funded benefits like education, health care, housing, and more. Many of these individuals will likely represent a drain on American society for the remainder of their days in the United States, constantly absorbing more benefits from the state than they ever contribute—to say nothing of the fact that they have no lawful basis to remain in the country to begin with,’ the report concluded as part of the committee’s fourth phase of its investigation into Mayorkas.”

David Zimmermann via National ReviewBorder Crisis Costs American Taxpayers $451 Billion Annually, House GOP Report Claims

“In a 49-page report released Monday, the House Committee on Homeland Security found that nearly half a trillion dollars is being lost in the healthcare, law enforcement, education, housing, and other sectors due to an influx of illegal immigration in the past two years. The $451 billion figure takes into account the millions of illegal migrants released by Secretary Alejandro Mayorkas’s Department of Homeland Security, as well as 1.7 million so-called gotaways, the Center for Immigration Studies revealed in May.

“‘Every day, millions of American taxpayer dollars are spent on costs directly associated with illegal immigration and the unprecedented crisis at the Southwest border sparked by Department of Homeland Security (DHS) Secretary Alejandro Mayorkas’ policies,’ the committee staff report states.”

Ben Whedon via Just the NewsIllegals in US could cost taxpayers $451 billion per year: House GOP report
“Caring for illegal aliens currently within the United States could cost American taxpayers up to $451 billion per year, a Monday interim staff report from House Republicans has concluded.
“Originally obtained by the New York Post, the 49-page report entitled “The Historic Dollar Costs of DHS Secretary Alejandro Mayorkas’ Open-Border Policies” became public the same day that the House voted to refer a resolution to impeach the eponymous security official to the Homeland Security Committee.
“Mayorkas has ranked among the Republicans’ top targets in the Biden administration due in large part to his presiding over an unprecedented surge in illegal border crossings. U.S. Customs and Border Protection has reported more than 7 million migrant encounters at the Southwest land border alone since President Joe Biden took office. The report aimed to quantify the adverse impact of his tenure on American taxpayers.
“The report highlighted estimates from immigration analysts such as the Center for Immigration Studies (CIS) and the Federation for American Immigration Reform (FAIR). CIS figures put the total cost as high as $451 billion while the FAIR data put the tax burden at a net $150 billion after accounting for illegals’ tax contributions.
“Despite the widely varying estimates, the report remained consistent in asserting that large-scale illegal alien presence presented a substantial financial burden to U.S. taxpayers. House Republicans broke down the expenses into six key sections, namely health care; law enforcement; education; welfare and other benefits; housing and shelter; and private property and border livelihoods.”

The National Desk via CBS6 KFDM: US taxpayers burdened by $451 billion due to border crisis, expert says

“Sometimes all you need is the cover of The New York Post to sum it up.

“Monday’s caption breaks down the border and migrant crisis across America by saying ‘heavy cro$$ to bear.’ But just how heavy? About $451 billion.

“A 50-page report by the House Committee on Homeland Security outlines medical care, shelter, housing, education and welfare benefits for millions of migrants from cities all over the country. Former Head of Customs and Border Protection Mark Morgan joined The National Desk’s Jan Jeffcoat to help answer why Americans should have to pick up the tab for Biden’s border policies created.

“‘Look, this is the fourth phase of a five-phase investigative inquiry being conducted by Rep. Mark Green who’s the chairman of the House Homeland Security Committee. What he’s done is he’s a detailed just a complete dereliction of duty of this secretary who’s driven one of the worst border security crisis in our lifetime. That’s not enough that drugs, appointed criminals, and national security threats jeopardize every aspect of our nation’s Safety and Homeland Security,’ Morgan said.”

Luca Caccatore via Newsmax: Report: Border Crisis Costing US Nearly $500B

“A new report released by the House Committee on Homeland Security estimated that recent record-high illegal immigration has cost the United States close to $500 billion.

“The 49-page document released Monday highlighted the strains that over 7.5 million illegal border apprehensions since early 2021 have created on education, health care, law enforcement, and other systems.

“’Mass illegal immigration … now represents a massive cost to the federal government and state governments alike, as well as the pocketbooks of private citizens and businesses,’ the report concluded.

“Led by Rep. Mark Green, R-Tenn., the panel’s chair, the report utilizes data from immigration think tanks regarding the costs – specifically the Center for Immigration Studies. CIS notably uncovered that U.S. taxpayers would have to contribute $451 billion to cover the price of caring for immigrants released from the border into the country. Those findings are included in the report.”

Read Chairman Green’s op-ed in the Washington Examiner:

“Look no further than New York City to see the devastating, comprehensive costs of this crisis. In August, the city was spending nearly $10 million per day to provide shelter and services to illegal aliens. New York City Mayor Eric Adams estimated the total cost of paying for illegal aliens arriving in the city would exceed $12 billion by 2025. And, according to local authorities, the 5%, across-the-board agency budget cuts Adams proposed to defray these costs could wipe out overtime pay for first responders, taking police and firefighters off the streets.

“Testifying before my committee in September, New York City Council Minority Leader Joseph Borelli laid the blame squarely in one place: ‘It’s only been since Secretary Mayorkas has taken over where we have had this level of unprecedented migration to our cities from people who are relying on the city taxpayer.’

“Borelli is right: The Biden administration is orchestrating this crisis.

Consider just the burdens placed on healthcare providers across the country. In New York City, hospitals have recorded nearly 30,000 visits from illegal aliens arriving in the city in the past year alone, along with around 300 births. Gregory Bovino, chief patrol agent for the Border Patrol’s El Centro Sector, told our committee during a transcribed interview in July that hospital administrators in his sector are ‘concerned about … the costs associated with illegal immigration.’ Jonathan Lines, a county supervisor in Yuma, Arizona, also testified to our committee in September that Yuma Regional Medical Center, the only major hospital facility in the region, has been ‘overrun’ by illegal aliens seeking free care, even overwhelming the maternity ward.”
