Chairman Green on Latest CHNV Mass-Parole Numbers: “Biden and Mayorkas Continue to Make a Mockery of Our Laws”

June 20, 2024

WASHINGTON, D.C. – Today, House Committee on Homeland Security Chairman Mark E. Green, MD (R-TN) issued the following statement after the release of new documents regarding the Biden administration’s unlawful mass-parole program for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV). These documents, obtained by the Center for Immigration Studies as part of ongoing litigation aimed at getting answers about the program, show that inadmissible aliens have been departing not just from Cuba, Haiti, Nicaragua, and Venezuela, but from more than 70 others worldwide, including Australia, Brazil, Egypt, Great Britain, Hong Kong, St. Lucia, and Sweden. This demonstrates that many who are making use of the Biden administration’s mass-parole program have settled comfortably in other nations and likely have no legitimate grounds for claiming protections within the United States.

“By operating this obviously unlawful mass-parole program, Biden and Mayorkas continue to make a mockery of our laws. It’s bad enough that this program exists in the first place, as it clearly violates the limits on parole established in the immigration laws passed by bipartisan congressional majorities. Worse still is the fact that these departure locations show that many of those who have left the CHNV countries seeking economic opportunity or a better life have found it in prosperous nations through Europe, Asia, and elsewhere. The simple fact is that Biden and Mayorkas want to import more inadmissible aliens into the United States because they see political benefit in doing so, not to protect those legitimately persecuted in their home countries. Congress and the American people must disabuse them of that notion.”

Background:

Since the official announcement of the program in January 2023, through April 2024, more than 434,000 inadmissible aliens have arrived at U.S. ports of entry via the CHNV program. In April 2024, the Committee released documents obtained through a subpoena to the Department of Homeland Security (DHS) that identified over 50 airport locations, including the nation’s capital, where inadmissible aliens fly into the country and are processed by DHS for release. According to these documents, as of mid-October 2023, there were 1.6 million inadmissible aliens awaiting travel authorizations through the CHNV program.

In the documents, DHS admitted that none of these individuals have a legal basis to enter the country before being paroled through the program, stating, “All individuals paroled into the United States are, by definition, inadmissible, including those paroled under the CHNV Processes.”

The top 15 arrival airport locations used for the CHNV program and the number of inadmissible aliens who flew into a port of entry between January-August 2023 were:

1. Miami, Fla.: 91,821
