Homeland Security Emergency Preparedness, Response, and Communications Subcommittee to Hold Hearing on FEMA’s National Preparedness Report

Washington, D.C. – The Homeland Security Subcommittee on Emergency Preparedness, Response, and Communications, chaired by Rep. Gus Bilirakis (R-FL), will hold a hearing entitled “The National Preparedness Report: Assessing the State of Preparedness” tomorrow at noon in Room 311 Cannon House Office Building. 

In March 2011, President Obama issued Presidential Policy Directive 8 (PPD-8), requiring the Department of Homeland Security (DHS) to develop a National Preparedness Goal and System to define the core capabilities needed to prepare for national emergencies, and the guidelines, programs, and processes necessary to meet the preparedness goal.

In addition, PPD-8, like Section 652 of the Post Katrina Emergency Management Reform Act, requires DHS to submit an annual comprehensive report of the Nation’s level of preparedness.  On May 3, 2012, the Federal Emergency Management Agency (FEMA) released the National Preparedness Report to assess the level of preparedness Nationwide and identify capability gaps that must be addressed to ensure a prepared and resilient Nation.

Tomorrow’s hearing will examine the findings of the National Preparedness Report, which focuses on prevention, protection, mitigation, response, and recovery.  Members will have the opportunity to assess the progress that has been made in national preparedness and what gaps may still remain.

Bilirakis said:“At the start of another hurricane season and with the knowledge that the threat of terrorism against the United States has not abated, it is important that we assess our Nation's state of preparedness.  This hearing will examine our current level of preparedness and provide Subcommittee Members with the opportunity to consider steps that must be taken to address any capability gaps.”
