Subcommittee Hearing: The Chemical Facilities Anti-Terrorism Standards Program: Addressing Its Challenges and Finding a Way Forward

“Our Subcommittee will be examining the leaked Anderson memo which outlined numerous problems in the fourth and final compliance phase of the Chemical Facility Anti-Terrorism Standards (CFATS) program, including leadership turnover, inadequate training and poor hiring decisions.  As Chairman of the Subcommittee with jurisdiction over the CFATS program, I’m upset that we had no indication of these management deficiencies. However, mismanagement is correctable and in no way indicates failure of the underlying program or its security achievements. I am committed to providing the vigorous program oversight necessary to reverse these management failures and make this program a model public-private security partnership.”
