Plagued by schedule delays and cost overruns, the Department of Homeland Security’s Consolidated Headquarters Project at St. Elizabeth’s has struggled to adapt to management, funding, and construction challenges. The purpose of this hearing is to continue oversight over the headquarters project and learn why the Department has failed to fulfill the requirements of Public Law 114-150, among other items.
