A bill introduced by Rep. Donald Payne Jr. (D-NJ) directs FEMA to develop a uniform process for reviewing grant applications seeking to purchase equipment or systems that do not meet or exceed applicable national voluntary consensus standards using funds from the Urban Area Security Initiative or the State Homeland Security Grant Program.
